What to Look for When You Hire a Heavy Civil Estimator

Not every estimator who says they do "heavy civil" actually knows how to handle a 300-item DOT bid package, model cut-to-fill in Agtek, or price a force main with bypass pumping. Before you hire, here's the checklist that separates a real heavy civil estimator from someone who's padded their resume.

1. DOT Bid Item Fluency

A qualified heavy civil estimator should be able to walk through a DOT bid tabulation without hesitation. Ask them to explain the difference between base course, intermediate course, and surface course asphalt - and how they'd price each. Ask how they'd handle a bid item for "mobilization" when the owner's cap is 5% of total contract value. If they hesitate, that's your answer.

2. Agtek or 3D Takeoff Software Proficiency

For any project involving earthwork - mass grading, road construction, site development - your estimator needs to be proficient in Agtek or equivalent 3D GPS modeling software. Manual takeoffs on grading projects introduce too much error. Ask to see a sample cut-to-fill report and how they account for shrink and swell factors.

3. Production Rate Library

Experienced estimators maintain a database of production rates from past projects. Ask what their assumed cycle time is for a 12-inch PVC sanitary sewer installation in average soil conditions. Ask what daily production they'd budget for a motor grader on rough grading. If they can't answer from memory or a documented source, their estimates are guesswork.

4. Scope Gap Awareness

The most expensive estimating errors aren't math errors - they're scope gaps. A strong estimator proactively flags missing information: undefined subgrade compaction requirements, missing geotechnical reports, ambiguous utility conflict allowances. Ask candidates to describe a time they caught a scope gap before submitting a bid. The answer tells you everything.

5. The Alternative: A Managed Department

If you've tried to hire a heavy civil estimator and keep finding candidates who check two or three boxes but never all five - there's a structural reason. The best estimators are already employed and rarely on the market. That's why contractors increasingly activate a managed Department instead of trying to hire: you get all five capabilities without the recruitment risk.
